Texas Federal Criminal Defense: Defending Houston Cartel Cases

So your probably ABSOLUTELY PANICKING right now. Federal agents just arrested you in Houston as one of 41 defendants charged in massive poly-drug indictment linked to Jalisco New Generation Cartel. Operation Rainmaker was five-year investigation. Authorities seized 550 KILOGRAMS of methamphetamine. Plus 249 kilograms of cocaine. Plus 34 kilograms of heroin. Plus 22,600 fentanyl-laced pills. Total value reached $10 MILLION. Maybe your facing LIFE in federal prison like Midland DTO leader Jose Ramon Castillo-Lopez. He distributed 100-300 POUNDS of methamphetamine per month. Plus 20+ kilograms cocaine. Plus hundreds of grams fentanyl M30 pills. Or worse – maybe your Texas Syndicate gang member facing 30 YEARS like Jesse Martinez. He distributed multiple kilograms heroin and methamphetamine each month in Corpus Christi.

Maybe your one of 12 CJNG cartel members sentenced for coordinating deliveries from Mexico to United States. Maybe your one of 23 people arrested in Houston/Galveston and Rio Grande Valley areas for drug trafficking, firearms and money laundering. Or maybe your former Mexican law enforcement official imprisoned for hiring drivers to transport loads of deadly narcotics.

Look, we get it. Your COMPLETELY TERRIFIED. And honestly? You should be! Because 41 defendants face crushing mandatory minimums for operating under control of Jalisco New Generation Cartel distributing 550 kilograms methamphetamine throughout United States. Southern, Northern, Western, and Eastern Districts of Texas are systematically dismantling entire cartel operations!

Why Are Texas’s Four Federal Districts So Devastating?

Let me explain how Texas’s federal court system works. Texas is divided into four separate federal judicial districts. The Southern District headquartered in Houston covers Houston, Galveston, Corpus Christi, Laredo, and Brownsville. The Northern District headquartered in Dallas covers Dallas, Fort Worth, and northern Texas. The Western District headquartered in San Antonio covers San Antonio, El Paso, Midland, and western Texas. The Eastern District headquartered in Tyler covers eastern Texas. All four districts prosecute drug trafficking aggressively because Texas shares 1,200-mile border with Mexico creating major entry point for cartel drugs.

Interstate 10 runs east-west through Houston, San Antonio, and El Paso connecting Louisiana to New Mexico. Interstate 35 runs north-south through Laredo, San Antonio, Austin, and Dallas connecting Mexico border to Oklahoma. Interstate 45 runs north-south through Houston to Dallas. These interstate highways create major drug trafficking corridors where drugs flow from Mexico throughout entire United States.

On April 1, 2024, Justice Department announced 41 people had been indicted on 50 counts. Result of five-year investigation dubbed “Operation: Rainmaker.” Indictment alleges they all operated under overall control of Jalisco New Generation Cartel. Twenty-three were arrested March 25-27 during joint operation in five states.

From December 28, 2018 to April 22, 2020, conspirators allegedly operated in and out of Southern District of Texas. They distributed drugs smuggled into United States from Mexico. Leader of one group was Roque Zamudio-Mendoza, 52 years old from Mexico. He was main source of drugs smuggled into United States according to charges. Other co-conspirators allegedly distributed narcotics in Houston and Galveston areas. Then to other locations throughout United States including New Orleans, Nashville, Atlanta, Chicago, and Pensacola.

What Makes 550-Kilogram CJNG Seizure So Crushing?

Southern District of Texas prosecutes massive CJNG cartel operations. Authorities seized approximately 550 KILOGRAMS of methamphetamine. Plus 249 kilograms of cocaine. Plus 34 kilograms of heroin. Plus five kilograms of pentobarbital. Plus 22,600 fentanyl-laced pills. Haul amounted to some $10 MILLION in product.

For sentencing purposes, 550 kilograms is 550,000 grams of methamphetamine. This way exceeds 50-kilogram threshold for 20-year mandatory. It puts all 41 defendants at base offense levels calling for life imprisonment even with no criminal history. When federal prosecutors prove your part of CJNG trafficking organization, that demonstrates you’re part of most powerful Mexican cartel currently operating in United States. This warrants enhanced sentences through international connection guidelines adding 2-4 levels translating to roughly 3-5 additional years.

Jalisco New Generation Cartel is primary distribution network for fentanyl, methamphetamine, cocaine, and heroin entering United States from Mexico. Federal judges view CJNG members as major international traffickers requiring maximum incapacitation. When prosecutors prove five-year conspiracy from 2018-2024, that demonstrates sophisticated long-term organization not isolated transactions.

When 41 defendants get charged together in single conspiracy, prosecutors built coordinated case using wiretaps intercepting thousands of calls and text messages. Plus surveillance documenting shipments crossing border. Plus cooperating witnesses providing inside information about CJNG hierarchy. Plus financial tracing showing money laundering back to Mexico. This creates overwhelming conspiracy evidence convincing juries to convict.
